Failure to tackle drug addiction in prison institutions, has significant social costs on inmates and society: it undermines prison security; it leads to debt and violence; it makes prisoners less likely to engage constructively in their rehabilitation; and it significantly contributes towards high reoffending rates. There are also significant financial costs. For example, in the UK, a 2013 study by the Home Office found that heroin and crack cocaine users were responsible for 45% of all acquisitive crime in England and Wales (excluding fraud) – with an estimated cost of £4.7 billion every year. Once incarcerated, many of these offenders continue to use illicit drugs and perpetuate acquisitive crime upon release, in order to facilitate their addiction.
